The commission headed by Justice Ritu Raj Awasthi has been working on the final re- port since February this year. The first meeting of a highlevel committee on simultaneous polls headed by former President Ram Nath Kovind was held last Saturday . The Justice Awasthiled panel held extensive consultations with political parties, bureaucrats, academicians and experts. “I won’t say that there was consensus among parties on the idea,” an official said, adding that the government may send the Law Commission’s report to the Kovind-led committee for their perusal. Speaking to this newspaper, the official said the law panel would recommend synchronised elections in the next five years so that the simultaneous poll rollout will start in 2029. To synchronise Moving a step closer to the Centre’s ‘one nation, one election proposal’, a high-level committee led by former President Ram Nath Kovind on Thursday recommended simultaneous elections for Lok Sabha and state assemblies and local bodies, in its report submitted to President Droupadi Murmu. The voluminous report, which runs into more than 18,000 pages, proposes several constitutional amendments to hold synchronised elections across the country Most of the . proposed amendments do not need ratification by states. The report, which was prepared after extensive consultations Gyanesh Kr and Sukhbir Sandhu are the new ECs M U K E S H RANJAN @ New Delhi RETIRED IAS officers Gyanesh Kumar and Sukhbir Singh Sandhu were on Thursday appointed election commissioners. Their names were cleared by a selection panel headed by Prime Minister Narendra Modi earlier in the day . Congress leader Adhir Ranjan Chowdhury, who was a member of the selection panel, told reporters that six shortlisted names came up and a m a jor ity of m e m b e r s picked Sandhu and Kumar. He said he gave a dissent note. Former buGyanesh Kumar reaucrats Utp a l Ku m a r Singh, Pradee p Kumar Tripathi, Indevar Pa ndey, and Sudhir Kumar Gangadhar Rahate Sukhbir Singh were also in Sandhu the shortlist. Kumar is a 1988 batch Kerala cadre IAS officer, who has the distinction of heading the Jammu & Kashmir division in the Union Ministry of Home Affairs when the government read down Article 370 in 2019. Sandhu, a 1988 batch Uttrakhand cadre IAS officer, is the state’s former chief secretary . The two vacancies arose after the retirement of Anup Chandra Pandey on February 14 and the resignation of Arun Goel on March 9. with stakeholders, said simultaneous polls will spur development and social cohesion, deepen “foundations of the democratic rubric” and help realise the aspirations of “India, that is Bharat”. To synchronise the terms of the Lok Sabha and state assemblies, the panel has proposed the insertion of Article 82A into the Constitution. It says that the new government which takes charge after the Lok Sabha election should set an ‘appointed date’ to effect the constitutional changes. All the state Assemblies that are formed after the ‘appointed date’ would have their terms expire with the Lok Sabha. This newspaper was the first to the elections, the process has to begin from this year, the official said. He also dismissed the possibility of holding simultaneous polls to the Lok Sabha and state assemblies in 2024. The commission has drawn most of its recommendations from the draft report of the pre- vious Law Commission led by Justice B S Chauhan, submitted in 2018, said the source. “We have taken many recommendations of the Justice Chauhan committee report into consideration. On the same lines as the previous law commission’s report, we have recommended synchronisation of elections in the next five years,” he said. The suggestions of the previous Law Commission included advancing or postponing elec- tion timings in certain states, such that polls to all state assemblies and the Lok Sabha may be held together. If assembly elections are due before Lok Sabha elections, it said that the term of these assemblies may be extended to synchronise it with the Lok Sabha elections, by amending the Constitution. “We have also made proposals on similar lines. It is up to the government to take the final call,” the official said. It was a day of high drama as state BJP president Manmohan Samal on his unexpected arrival from Delhi told mediapersons that his party will go alone in the ensuing elections to Assembly and Lok Sabha making it quite apparent that the alliance talks with BJD has failed. But, he made a Utur n an hour later stating he was misquoted by media. “The BJP will fight the upcoming polls in Odisha independently and will form the government in the state alone with the blessings and cooperation of people,” he told reporters at his residence after returning from the national capital in the morning. He further said, “This time each Odia will take the responsibility to form a government that will uphold the self-respect and pride of the state.” Samal repeated his statement with better clarity at a media briefing in the state party office much to relief of party leaders and workers who have been waiting anxiously to hear from him that the possibility of alliance with the BJD was over. Vice President Jadgeep Dhankhar, Prime Minister Narendra Modi, Tamil Nadu Chief Minister M.K Stalin, and his Delhi counterpart Arvind Kejriwal, and Bengal BJP chief Sukanta Majumdar were among those who wished her a speedy recovery . To give credence to his statement that BJP will fight the polls solo, he said the state election committee of the party will discuss and finalise candidates for 21 Lok Sabha and 147 Assembly seats which will be sent to the parliamentary board for approval. Samal posted what he told the media on his X account doubly confirming that there was no ambiguity in what he said. However, in a complete Uturn from his statement after an hour, Samal told reporters at the party office that he has been misquoted by the media as far as alliance talks are concerned. “I never mentioned anything about alliance. The media is misinterpreting me by coming to a conclusion that the alliance talks are over,” he clarified. While urging media to avoid speculations on BJDBJP alliance as such reports are creating confusion among the party workers who are in a fix, Samal said national party president JP Nadda and the parliamentary board of the party will take a decision on the “sensitive” issue. A senior BJP leader told The New Indian Express he was not fully convinced by what Samal said after his return from Delhi as his body language was not as usual.
